You can also slip into Cuba and back by boat from the U.S. or via a third country. Currently, there are no commercial passenger boats from any country that call on Cuban ports (except for an occasional cruise ship), but private yachts from all over the world (including the U.S.) pull into Cuban marinas every day.
Until recent years, crossing the Gulf Stream without clearing in or out with U.S. customs was a small gamble. But because of the 9/11 fallout and the ongoing problem of drug and human smuggling by go-fast boats, the Department of Homeland Security is maintaining a much stricter surveillance of the Florida Straits than in the past.
