If you are traveling to Cuba under the provisions of an OFAC license, your “accompanied baggage,” which includes carry-ons, cannot weigh more than forty-four pounds per traveler unless otherwise authorized by written license from the Department of Commerce or the Office of Foreign Assets Control. Exceptions to this baggage limit include informational materials and those traveling under Specific or General OFAC licenses as journalists or for religious and humanitarian purposes. If you do acquire a permit from the Department of Commerce or OFAC to carry more than the
forty-four pound limit, you will be charged per additional pound (from Miami the charge is approximately two dollars per additional pound). Different airlines have different baggage policies regardless of the permit you get from OFAC, so it is best to check with the airline or TSP that booked your flight.
